This role will have the ability to work in a completely remote or hybrid/remote schedule. The hybrid schedule would include a combination of on-site work at UCSD Campus and remote.

*Depending on the experience of the selected candidate, this position will be hired at the RSCH ADM 2 or RSCH ADM 3 level.*

DESCRIPTION

The Department of Neurosciences is a large department within the UCSD School of Medicine, comprised of 661 Faculty, Research and Project Scientists, Postdocs, Clinical Education, Administrative and Business Office staff and Research lab staff. Research revenues are ~$50M, Clinical revenue is ~$6M, Rady Children's revenue is ~$3.5M, VA Clinical Faculty revenue is ~$1.1M.

The Department's faculty and divisions are siting on-campus in La Jolla, Hillcrest and East Campus, VA Hospital, Rady Children's Hospital - San Diego (RCHSD), UC San Diego Clinics throughout San Diego County. Working affiliations are also with Scripps Mercy Hospital and Medical Center. The Department's mission is to create the synergies and define the ideas and programs that allow to transform the way Neurosciences community discovers, teaches and cares. The Department of Neurosciences strives to deliver the highest quality clinical care to patients, conduct cutting-edge science and research, and train the next generation of neurologists and researchers by fostering education at all levels and integrating the latest scientific and medical advances into the curriculum.

Under general supervision, reports to the Associate Director of Research Administration, uses skills as a seasoned, experienced research administrator to independently develop and oversee research proposals, awards, and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations. Completes and approves transactions for signature by manager or another authorized institutional official. Proposals may include grants and contracts with complex budgets including cores, projects, tasks, option years, multiple investigators and multiple subawards. Support involves multitasking between multiple proposal submissions simultaneously in order to meet strict deadlines. Funding mechanisms may include grants, contracts, clinical trials, fellowships, subawards, service agreements, and consulting agreements from various federal, state, private, and industry sponsors.

Provides analytical, financial and training activities in support of contract and grant proposal development, grant-writing, funding, administration, and budget development. Involves coordinating, identifying, developing, and presenting proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance and program success; knowledge of administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub award / subcontract issuance and administration. Responsible for interpreting instructions and guidelines to guide the proposal through the submission process while providing excellent customer service.

MINIMUM QUALIFICATIONS

  • Seven (7) years of relevant experience or a Bachelor's degree in a related area plus three (3) years of related experience or equivalent combination of education/experience.

  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, in a university environment.

  • Ability to manage significant volume of transactions. Skill in prioritizing a high-volume workload to ensure priorities and other deadlines are met. Demonstrated ability to work in pressure situations to meet deadlines and accommodate interruptions. Ability to maintain flexibility to redirect efforts when priorities change.

  • Ability to perform complex financial analysis and customized reporting.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Experience in budget preparation using automated spreadsheet systems. Demonstrated skill in using a variety of computer systems including spreadsheet, database, word-processing, and Internet systems. Must have demonstrated expertise with MS Office: Excel, Access, Word, and PowerPoint, as well as other grant writing automated systems. Demonstrated skill in math and accurate accounting practices. Must be adept with fiscal tools.

  • Demonstrated skill in setting up and maintaining accurate filing systems.

  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.

  • Knowledge of current compliance regulations in all areas of research administration.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

  • Demonstrated knowledge of effective grant funding processes, procedures and techniques

  • Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsor's guidelines. Ability to effectively communicate in a concise manner.

  • Experience working as part of a professional team and in maintaining confidentiality.

  • Ability to establish and maintain effective working relationships with staff, department heads, faculty and students of various social, cultural, economic and educational backgrounds.

  • Demonstrated organizational skills with a strong attention to detail and ability to prioritize assignments when faced with heavy workload and competing deadlines.

PREFERRED QUALIFICATIONS

  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Must be an early adopter of UCSD Coeus Proposal development system.

  • Experience submitting research proposals to the National Institutes of Health, Department of Defense, National Science Foundation, industry, and non-profit sponsors.

  • Demonstrated skill in understanding, interpreting and appropriate application of University of California Policies and Procedures as they relate to finance, contracts and grants, and sales and services activities, equipment management, and gift administration.

  • Proficient in the use of UC Campus systems, such as Kuali Research, UCPath, and Oracle Financial Cloud.

  • UC experience managing multi-million-dollar research awards.

SPECIAL CONDITIONS

  • Job offer is contingent upon satisfactory clearance based on Background Check results.
  • Occasional even, weekends, and overtime may be required.

Pay Transparency Act

Annual Full Pay Range: $63,800 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $30.56 - $53.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
